Questions about Fair Market Rents
What is a Fair Market Rent?
A Fair Market Rent (FMR) is HUD's estimate of the gross rent for a modest, standard-quality home in an area: the rent plus every utility the tenant pays except telephone, cable or satellite TV and internet. HUD generally sets it at the 40th percentile of rents paid by recent movers and publishes new figures for each federal fiscal year.
What is a Small Area Fair Market Rent?
For many metro areas HUD also publishes FMRs by ZIP code, called Small Area FMRs. When HUD publishes one for the ZIP you type, this tool shows it. Otherwise it shows the FMR for the county most of that ZIP's homes are in, using HUD's USPS ZIP crosswalk.
Is the Fair Market Rent what I should charge?
No. It is a benchmark HUD sets for housing programs, not a rent recommendation for any home. This tool shows HUD's published figure for an area and bedroom count only. It does not suggest, adjust or set any rent, and it uses no private or owner data.
How does it relate to Housing Choice Voucher payment standards?
Many housing authorities start their voucher payment standard from this figure: they generally set it between 90% and 110% of the FMR or Small Area FMR, and some have approved exceptions. Check your local housing authority's payment standard for the amount it pays.
When do Fair Market Rents change?
HUD publishes new FMRs for each federal fiscal year, which starts on October 1. This tool always asks HUD for the current year's figure.
